This is such an horrible idea, I don't know what else to say. You might as well just say, "lets ban the accounts of everyone with a low security status," as essentially, you're proposal would make the game unplayable for outlaws.

Outlaws are supposed to be outlaws. They should rough it. They're not supposed to be obnoxious little wretches who gank you while you're mining then happily stow away in a local station. That's siege from behind mommy's skirts.
RL pirates always have bases and those bases are never in a populous/civil area unless that area is at war with the people being pirated. Their bases are obscure and wild. And always attackable. And if the people being attacked by the pirates can hunt them down then they can kill them.
The way you get rid of pirates is you kill them all. You track them down and kill them. THAT's the balance. What keeps every buttdrip with a motorboat from pirating every yacht in the caribbean? Death. The ultimate cost/benefit factor.
Where is the VL balance in this game - that thing that would keep every sociopathic little puke from grabbing a ship and ganking someone smaller or newer?
You can't attack pirates if they run screaming - their little wrists flapping - to a local station.
Make the wretched little pukes work for their kills.
Number one, this is a game, not real life.
Number two, again, it would be IMPOSSIBLE for us to continue playing the game. We couldn't so much as dock to buy the control towers we'd need if this idea became a reality, not to mention being able to fuel said pos, buy ships, or anything else for that matter.

What I would like to see is the ability to anchor PoSes not at moons, and hidden small PoSes. This would be nice for everyone, including pirates.

Good post - However for the historical record Pirates were quietly welcome in many ports and places, as they often had cheap goods that were in demand, and money to spend. I believe thats what low sec is supposed to be. The kind of edge of society fringe where a blind eye is necessary to ensure ecconomys and survival.
